Meet our Board of Directors

All of our Board Members are residents of South Central Louisiana. Each member is appointed by the governing authority of each parish and must possess experience in the areas of mental health, addictive disorders, or developmental disabilities and represent parents, consumers, advocacy groups, or serve as a professional in one of the area. All members serve without compensation.

 

The SCLHSA Board meets the 2nd Thursday of each month at 6:00PM at the

SCLHSA Administration Office located at 158 Regal Row in Houma, Louisiana. Dates are subject to change. Please check the the Louisiana Board and Commissions Website for our Board Agendas and Minutes. You may contact the Administrative Office at

Bryan Zeringue

Board Chair Person, Lafourche Parish

Chief Bryan Zeringue is the Chief of Police for the City of Thibodaux and serves as our Board Chairperson as the representative from Lafourche Parish. He was appointed to our Board of Directors in August of 2018. Bryan has extensive experience in law enforcement dating back to 1980, and has served at the Chief of Police for the City of Thibodaux since 2015. Bryan is also serves on the Board for the Louisiana Chiefs of Police Association.

Lynne Ralph Farlough

Board Vice Chairperson, St. John the Baptist Parish

Lynne Farlough is currently the Intake Supervisor and Training Coordinator at The Arc of St. Charles. She worked at Pyramid Community Parent Resource Center as a Trainer and Family Advocate for many years. She was the Family Advocate for LSU's Early Childhood Development Center from 1999-2005. She was a board member for the Arc of St. Charles for 13 years. Lynne was recognized by Pyramid in 2002 and by The Technical Assistance Alliance for Parent Centers in 2007 and 2012 for her dedicated services to families of children with disabilities. She is married to Dwayne Farlough and is the devoted mother of Jayde and Jobe Kelly. Her daughter, Jayde, who has autism is the inspiration for this work.

Ray M. Nicholas

Board Member, Assumption Parish

Lifelong resident of Assumption Parish. Graduate of Assumption High School class of 1974. Graduate of Nicholls State University in 1981 received a B.A. in Psychology. Graduate Studies University of the Rockies Colorado Springs, Co. Received a M.A. in Psychological Counseling and a M.A. in Criminal Justice in 2011. Serve as board member for over 13 years with the South Central Louisiana Human Service Authority (SCLHSA) in Houma, LA. Work experiences and background includes social work, teaching, counseling, drug court, and law enforcement. Was honored to join the 17th JDC Lafourche Parish Drug Treatment Court staff in October of 2022. Joining the staff here has given me the opportunity to help fulfill the mission “to help clients attain lives of responsible Sobriety.”

Barbara Fuselier

Board Member, St. Charles Parish

Barbara serves our Board with a wealth of knowledge from years of working in the school system. She started her career at Hahnville High School as a P.E. Teacher in 1973 and worked her way up to becoming the Principal, a position she held for 8 years. In her final year as principal, she received the award for St. Charles Parish Public Schools High School Principal of the Year. She has also held positions in numerous professional organizations such as the Louisiana Association of Principals and the Association for Supervision and Curriculum Development. Barbara is an active member of her community and

Holy Family Catholic Church.

Rachel Becnel, RN BSN

Board Member, St. James Parish

Rachel Becnel RN, BSN, received her Bachelor of Science Degree in Nursing in 1988 from Nicholls State University. She is an American Heart Association CPR instructor and was named a Great 100 Nurse in 2003. 
She has 15 years of experience in mental health nursing. She works at St. James Parish Hospital in Lutcher, LA since 1995. She has served in many roles at St James including Director of Nursing for the Psychiatric Center, Director of Performance Improvement and Community Education, Chief Clinic Operating Officer and Director of Business Development. She is currently the Chief Administrative Officer and Community Champion and serves on the Executive Team. She lives in Vacherie with her husband of 39 years and has 3 children. 
In April, 2023, she was appointed to the

South Central Louisiana Human Services Authority Board representing St. James Parish.
